Many parts of Canada (and probably elsewhere) have a cultural norm of leaving unused furniture and other goods like small appliances on the curb. There is no stigma to either leaving something on the curb for others or to taking something from the curb. The expectation is that if it doesn't get taken in a day or two, you dispose of it in some other way.

The fact that it's the middle drawer makes it look intentional.

Sanding the the finish off would work but it'd be a lot of work. You'd be better off scraping or planing it off. If you were good as scraping or planing, that is. Shavings > Dust. There'd still be some sanding involved but it'd be a lot less. The less you have to sand the better too.
