You cannot expect leadership in factional groups who's standards and mental establishment as forth abiding to structure. Not only has been decimated against the order to which they co-exist within, psychologically detached behind shattered and terminated examples to the dozens came ahead in template, but also tend to be heavily compromised by multiple outside authorities who's agenda is to disorganize any legitimate or organic success aimed at them and them specifically. These defaults and social errors amongst the groups causes hesitancy, distrust, divisional coalition operating, and ultimately leaderless direction though remaining functioning. Hence, not a trace of an condoning visible hierarchy to act upon for direction and guide in to serving the active unit's purpose.

I always felt Crips should have had a central leadership. It would have stayed as true cripping. Not all this set tripping and killings. The original Eastside/Westside crips were solid.
