There are a lot of things you can't do without the House. Two years of Paul Ryan was not a blank check for Trump's policies in 2016-2018 either. And also, the courts hang up a lot of policies as well. Plus, their are schedules - can't just pass all 8 years of policies in 2, that's not how it works, government is slow with many checks, balances, and systems
