I think looking through binocs, seeing the muzzle, then going to a rifle seems odd. If he’s glassing through the rifle scope that’s just bad practice (but possible). What I feel like happened was he was patrolling near the fence (20 yards or less), saw the muzzle, and broke shots with a handgun. Would love to hear more detail about this aspect though!
