So in raw dollar amounts the USA does provide significant aid to Ukraine. However much the the support provided by the the EU is more nuanced than simply giving cash. But I think it's only fair to acknowledge that Trump, when he stands in front of the press, addresses them, he is so conditioned by their spin jobs, their word games, their verbal traps, etc., that he is automatically defensive. He starts the Q&A ready for a fight. So, it seems obvious he heard the question through defensive ears, and didn't catch what the question actually was, bit what he expected it to be. It's a bad habit, to be sure, but understandable.

walt charamba here’s a example: let’s say you might’ve said a racist comment well here’s a question for you a reporter from somewhere unbiased would ask “Did you actually say *blank* ?” You could respond no and give a explanation getting scot free but if the reporter of a biased news source questioned you they would ask “Don’t you think it’s rude to say *minor detail* of what you said?” now you will have to say that the news source is biased or that your totally guilty and your sorry for your actions
