Tariffs have not provided a meaningful share of revenue for the US government since the early 1900s. You can't run the countries infrastructure on tariffs, that is ludicrous.

Technically child care is a "domestic" issue. Trump understands his job as President. Since "childcare is regulated, certified or licensed at the municipal jurisdictions within the States, you should ne hounding your Governor to death about before and after school programs etc. We used to have those ya know.

Plus he's had a very rough year so can't be surprised if he seems more serious, when you get shot in the head and the government tries to bankrupt you and put you in prison then you probably won't be quite as happy happy joy joy as you were before
