Any time a bar complaint is initiated, the respondent can resort to legal process to attempt to have the complaint dismissed, or the hearings delayed, etc. This takes time. Even before any complaint can be issued, there first must be an investigation by the bar association general counsel, and that takes a good while as well.

It is the State Bar of California that MAY take away his license to practice law in California. He will still be free to practice law in any other state, as long as he can pass the Bar exam. Also, several states don't even have a state Bar. All you need in those states is your law school diploma.
