There was a guy in the crowd who was just tailgating, WHO SAW THE SHOOTER ON THE ROOF TOP, before he started shooting. Was pointing and shouting to police and secret service and they were acting like they didn't know what to do. The shooter got off 5 rounds before he was taken down. Check BBC.
