Trump targeted while golfing: Assassin spotted by agents checking hole ahead of former president

Ryan Wesley Routh was arrested after a witness saw him try to flee the scene outside of Trump International Golf Course in West Palm Beach Florida Sunday afternoon.
An agent checking the hole ahead of where Trump was playing spotted an AK-47 barrel from the bushes and engaged the suspect.
Trump is safe.

How would you differentiate in this case between being proactive and reactive? In my book "reactive was July 13" while "proactive" was today, 9/15. It is the Secret Service that is in charge of security as it happens. There is a Memorandum of Understanding (MoU) between the SS and the FBI that after something like this happens, it is the FBI that investigates it. FBI has zero responsibility to provide protection.
