Use G711.A. enable T.38, make the jitter buffer larger and disable echo cancellation and you are golden

Try disabling compression or enabling fax mode in your ATA and VoIP server

It could! This was XS4ALL's number and they regularly advertised it when internet was being locked somewhere in the world

Maybe, possibly. But VoIP isn’t analog so there are some timing issues that you will run into. If it works it will be very slow (slower than 56k) because it needs to do a lot of error correction.
