I have not bought TP since it became a 'thing'. I just always make sure to have an extra Costco pack in the back of the closet for emergencies. I have yet to run out. The key is to PREP for these things! If you just buy a little extra something (I try to get whatever staple item is on sale) every time you grocery shop, you will be ready for the next pandemic, job loss or illness without breaking the budget.
