Very glad for this. It's been proven, in many other cities, that "housing first" is the only logical way to get people back on their feet. Secure housing and privacy instigates plans, enthusiasm, dreams, accomplishment, and pride. Just plain ole happiness in the face of all the usual good and bad that life throws to all of us. Housing first gives people a choice.
What about all the thousands of people who don't want to live in a house? Literally thousands are choosing to travel around and live in tents, like they're on a permanent rainbow gathering camping trip. Should we force them into houses?
Government bailouts might help some people, but what about the thousands who choose to be transient and live in tents? Providing housing won't alleviate your homeless problem if thousands of people won't bother using it. Too many restrictions come with that housing, they can't keep their dogs, they can't use their drugs, they can't trash the place and scream at people
Mentally ill people or addicts can not be forced into housing or treatment until they become a danger to themselves or others. That's the problem. How do you help people who don't want help? You can't.
