In general Speed Limits apply to motor vehicles "mechanically propelled" vehicles Only. as per Road Traffic Regulation Act 1984. It is possible to make a limit apply to bicycles. There are also other offences which could be used if someone was riding dangerously. This particular 20 limit is covered by The Royal Parks and Other Open Spaces (Amendment) etc. Regulations 2010 which also limits it to motor vehicles.
