I had same problem with my cragars with the pitting the chrome flakes off i used a liquid chrome pen they have a fine tip they would work perfect on your rims i actually had some pretty big flakes come off my rims and the pen fixed it it is not perfect but looks a lot better than leaving them the way they are

Try rubbing those black spots with chrome paint on a rag, then 0000 steel wool.
