No, it is simply for keeping the zeolite in place. Compacting is recommended, since you will subject them to pressure swing and the bed will start moving around if it was not compacted while filling.
it reduces performance slightly, but it shouldn't be a big problem. You can install a moisture trap just before the inlet to remove moisture, if you're worried.

Unfortunately we do not have any experience buying equipment in Asia. But look for Reverse Osmosis Housing or any other pressure-proof casing with tube connectors.

13X or LiX are good zeolites for oxygen concentration. Where to buy depends on where you live, but Alibaba is a good option worldwide. The lifetime is very long if you make sure that the material stays dry.
If you have a vacuum pump, apply it to the sieves column.That is the most safe method. Heating is another option, but it is possible that there are organic binders mixed with the molecular sieve and they might degrade.

That is difficult to say since I don't know what type of molecular sieve you have. I would start with below 100°C and less than an hour. If it still does not perform well, you could still go higher.
Depends on the zeolite you are using. If you have Li-X zeolite, it is typically more resistant to humidity. With other common zeolites, it is required to re-activate them by heating. So the time between each re-activation really depends on your zeolite type.
