Well the only reason Damon didn't make move on her was he love Katherine at that time not Elena, he love her for centuries and still searching for her, Stefan never loved K like Damon did, it was just a fling, but you literally saved someone life and it's turned out she looked exactly like your ex, I don't blame Stefan for wanting to know more about her, the fact that he jump in the water becuz he heard a car crash was the proof that he is better person.... Damon only fall in love with Elena after Katherine rejected him and find out she's only using him,
