From what I have heard (Coming from an EAS fan), A lot of the time they keep relaying the test alerts because some stations didn't get it. And while Roku/Time Warner did get the alert, They have to relay it over and over again until all stations get it. I actually encountered something like this once. My fire TV stick relayed a weekly test in the middle of the night (I had the TV on and it scared the crap out of me). and then proceeded to relay it two more times which confused me at the time, But then I realized what had happened. A couple stations didn't get it! (By the way, I'm pretty sure the broadcasters have to try again by law, So yeah. Annoying but needed.) Thanks for taking the time to read! This actually happens due to the United States code being in EVERY alert. This (I'm assuming) was supposed to be periodically sent out to different counties/areas, but the sender didn't remove the United States' code.

You’re lucky you get alerts with spectrum. I have yet to receive any alerts, including State tests, a tornado warning, flash flood warnings and the National Test
I live in North Carolina, and I also have the TWC app for Roku. We have this problem as well. I think whoever controls the Emergency Alert System for TWC or Roku had rescheduled the tests to come on only in the afternoon of any given day. At least that's what I've heard. I had my TV set on Antenna TV from 10pm to 12am (November 3, 2016) and Laff from 12am to 3:30am (November 4), and, so far, the EAS screen never came up. It's a good thing, too, since I was tired of having to have my hands on volume control.

They probably do it early, because they actually wanna believe people turn off their televisions before falling asleep And then, a large number of us forget to turn the TV off, and it wakes those of us up out of a deep slumber

The ELCYNC14 Code Is Elizabeth City, North Carolina. The TWC_COL Regions #1 Are From The Main Columbus Area And #3 Being In The Dayton Area I Think.
@Javier Umm, DIRECTV Has Daily fucking tests, So what are you talking about? Plus, ALL Cable providers are REQUIRED To send EAS Alerts, So your obviously lying or you don’t watch tv that much.
