Chatterbox never actually asked her to marry him, he just kidnapped her, she got hurt and couldn’t remember anything, so he just told her that her name was giggles and they were married. It’s on her wiki page. Chatterbox has also mentioned it in game that he’s never actually done it before, and wants to do it right this time because he doesn’t know how it works
