Twitch Chat theory-crafted the perfect Jinx Build so I tried it. I managed to evolve EVERYTHING.

My issue with jinx is, she provides damage in a line but it is still less upfront damage than xayah or illaoi. I understand that she is meant to be weaker as one of the 2 base characters but her functionality with a burst of MS after procc'ing her passive seems counter intuitive when casting your E and R forces you to stand still.
