It's depends on weather conditions. If it rains a lot, and the lake gets too full, then they open the flood gates. They close them when the water is low.. That's when the fish get trapped.
They possibly could ruin it if safety becomes an issue.. However, as for taking the fish, all fishing requirements still applied. If the fish weren't taken, they eventually all died anyway and eaten by the birds.

In North Dakota: Hmong Over fishing white bass. In Minnesota again: Hmong over fishing with multiple arrest. In Minnesota again: multiple cases with Hmong over hunting deer. History speaks differently, your response is ignorance and lack of experiences and historical support.

Wherever Hmong go, all natural resources go extinct. Fruit trees: Hmong don't just pick the fruits, Hmong cut the whole tree down. Wildlife: Hmong catch and kill them all... many just rot... with freezers full but still out catching more (no catch and release). But the worst thing about Hmong is littering. A lot of fishing spots got closed down because Hmong throw trash everywhere... just like what you see at soccer tournaments.
The flood gates are opened and closed regularly based on the amount of rain we get here and how full the lakes become. They do post online the times and days of gates closure at all the dams around here, and how much water they are actually releasing from the lakes. You just have to keep checking online to get there at the perfect time. A few minutes prior to the opening of flood gates, a loud siren would go off as a warning for people below the dam to get to higher ground or take caution. Signs are clearly posted.
