It's because being "good" isn't enough. But it is a factor. There is another factor though, the factor of appealing to the masses - and appealing to the masses year after year. Appealing to the masses is almost a game and an art in and of itself. Drake, Jay Z, Kanye, etc. have mastered this art. The hard reality of the rap game is that it is extremely hard to stay relevant for more than 2 years. This is why so many great rappers come and go (Joey Badass, Ugly Frank, GoldLink, Schoolboy Q, among literally countless others). This is also why Drake is so iconic, for some reason or another he has stayed relevant whether we like it or not.
