After the war started, which was a Total War, there were only war conferences. Are we in a state of Total war? It's getting pretty close.. If it wouldn't be a violation of Ukraine's Constitution to hold a presidential election while under martial law, 20% of the country is under enemy occupation and, therefore, can't vote. Russia would also certainly target polling places, since they clearly have no qualms about attacking civilians.
