I have been looking at this backpack and I think the straps inside are there as a safety in case you are wearing it and you forgot to completely close the main zipper. That way it won’t fall open all the way and spill your gear.

Well, Not according to most airlines restrictions I guess. It would probably fit but you won't have any room for your feet. In the overhead compartment it shouldn't be any problem.

Thanks. I think it will be good for women. But, it is not a small bag (it’s not huge either) so it depends a little bit on how tall you are. For most women I would guess it’s fine. It is actually very comfortable for a backpack this size.
