If you are in at 4 and a lightning lane magically is still available for Tron can you purchase it or do you need to a regular park pass to even attempt that

You can purchase an individual lightning lane for Tron the morning of your party, even if you do not have a regular ticket for that day. You'll want to be careful to choose a time slot between 4 pm and 6 pm, as you will not be allowed into Magic Kingdom prior to 4 pm with only a party ticket.

Are the fireworks the same as normal park day? HEA

No, these are special fireworks for the party nights only entitled "Disney’s Not-So-Spooky Spectacular" and are scheduled at 10:15 p.m. on party nights.

What happens if we have a magic Kingdom ticket? We cannot stay until midnight as usual? We have to leave at 4 ? So we have to buy a different ticket for the not so scary Halloween party?

The Halloween party at Magic Kingdom is a separately ticketed event. So, yes, if you go to Magic Kingdom on a party day you will need to leave at 6 pm or prior. If you'd like to attend the Halloween party, you will need to buy a ticket specifically for the party in advance.
