No Tiga and Dyna are the only Heisei Ultra that shares the same Universe. Gaia, Cosmos, Nexus, Max are all set in different earth universe. Gaia earth is set at an alternate earth, Cosmos earth are at the Cosmos Galaxy, Nexus earth are at Universe N and Max a different side of the universe M-78 earth different from Mebius.
Oh, the actor of Atsuka love interest from Dyna played a role in this movie, but its either an alternate version of the character or just a different character because Tiga and Dyna is the only connected Heisei Ultra. The actor of Mirai's friend from Mebius is also in this movie but again, its a different character or at least the same character but from a different universe. Here's a funfact, Mai from Dyna made an appearance in Ultraman mebius and ultra brothers, i noticed her when Imitaion Mebius was going to punch the train where she is alongside a few other people. She have the same last name and the actress is also the same. So, i think tsuburaya put this as an easter egg and canonically we can just see her as an alternate Mai from Mebius universe(which is also the Showa Ultra timeline)
this movie uses a lot of things from tiga and dyna. They went with tiga and dyna's music composers instead, some of their orignal actors as new characters like super guts and guts, etc
