Although, some called him Ultraman Sato, so people would not get confused with UltraFather Ken.

They do it often but mainly when Collab with other Ultraman or intelligence Kaiju like in Shin Ultraman case where he talk to Mefilas

They speak a lot really, but usually not like this film. Whenever they're conversing with other Ultras or other intelligent aliens. Though while they can speak our language, when they are speaking to other aliens, sometimes it's implied they are speaking another language entirely, it's just translated to the audience. This is usually just the case when it's the Ultraman in control, not including their human made forms when they are not using a host. Nowadays there are a lot of cases where the it's actually the human in control, the Ultra is just letting them use their body and powers (old days the human would transform and then the Ultra would take over), resulting in them "speaking" a lot more. But like for example in Ultraman Z, they revealed that it goes both ways. They can force transform without the human's consent if they wish. But yeah usually it would be just grunts, especially when they are just fighting monsters. One of the recent shows, Blazar, he was only capable of speaking two words in our language in the final episode. This movie is definitiely more of the New Generation Ultras side of things where the Ultraman isn't in control, but the human is the Ultra (not a Ultra creating a human form). Though this film does have a good reason being below, but spoilers. *Spoilers* The only actual Ultra being in this film is the protagonist's father who is implied to have created his human form. His son is a half human, half ultra hybrid.
