There are a lot of instances when Juggler slips into his natural personality scattered throughout the series. My favorite is his reaction to a rotting piece of Grigio Raiden's flesh. But the whole point of him being in STORAGE, while for himself personality is to steal the Ultroid, he is starting to care enough about people to protect them since Gai/Orb said it himself that in order to have the power Juggler wants he has to care about people instead of himself first. It's steadily filtering into his head.

There are a couple of in-universe reasons: 1. Z chose to merge with Haruki, who is a part of a taskforce made specifically to attack aliens and monsters, so even if Z was fighting to protect Earth, there might be the possibility that Haruki could wind up in trouble when the higher-ups catch wind of their situation. 2. Z is an Ultra from the Land of Light, and as such he was probably taught to keep his identity a secret so as to not make the inhabitants of Earth (or any other planet) too reliant on him (and the people he merged with) to come save the day. In later episodes, Z even mentions that he would rather have Earth and its people be able to defend themselves, without his help. 3. Haruki and Z are humble AF, so do you think either one of these two would just scream out "I'M THE ULTRAMAN!!!" out loud like they're trying to catch someone's attention? If it's a do-or-die situation then that's another case, but if there's no need for it, better to keep the fact that you are a 50-foot tall giant who can shoot death beams a secret.

Asadel has the right idea...but I do like Ultra shows that break this too. Like how in Geed the circle gradually widens bit by bit with the rest of the cast.
