Ear buds under noise cancelling headphones is a thing from professional CSGO. Presumably it makes it impossible to hear the crowds as crowds have given information to players before and affected rounds, effectively cheating. I assume Noel Brown wears them like that for a different reason, since the crowd can't help you in Marvel like in CSGO.
