A non-European in Europe can not absorb a sufficient amount of vit D from the sun, due to the weak UV rays in far northern latitudes being unable to penetrate their melanted skin, hence why Europeans skin is fair and why health orgs advise non-Europeans to take vit D supplements while in Europe.
