Yes! plus the fact that not only did he choose to take the human souls of those who fell down but also because, if you look at their situation, they had no other choice, there are some indications of space and resources running low, and the fact that everyone is pretty much in a little depressed state, and some of them only continuing because they're betting their hopes and dreams on Asgore to be their savior, to free them, to give them hope, he has the entire weight of everyone's expectations of him, and their hopes and dreams weighing on his shoulders, plus the fact that other than that, if they don't get another human soul, if they have to wait any longer, then they might just die off underground. He is doing what he feels is right for his kindom, for his people, even if he doesn't like killing, even if he feels wrong about it, he still does it, for his people, and like he said to give them "hope". But even when fighting him, and even the dialouge before the battle shows that he not only is sad about doing this, but he really doesn't want to, he doesn't want to kill you, but given no one has any knowledge of them possibly getting out beforehand, there really isn't any other way, let's say flowey wasn't there, and asriel just died, didn't come back as a flower, really the only way to free his people, would be doing exactly what he's doing, taking human souls. They have no knowledge of any other solutions, the lab experiments were a failure too. It just feels like a lose lose situation, either he kills and takes the soul of 7 human children, or ignores his people and doesn't resulting in them all dying off underground never to see light of day, and everyone's hopes and dreams dying with them too, and the death of a species is a lot more than 7 lives, plus there's also monster children too. Toriel, i can understand her reasoning, even though i don't hate Asgore, her logic makes sense, he could have stopped when he got 1 soul, gone through the barrier and taken six souls from the humans, and come back and freed everyone peacefully, it makes sense, but it is actually a bit brutal asking him to go up on the surface himself and take 6 souls, assuming that meant kill, or maybe it means ask them for souls of people already passing away? ((but i doubt that, but even then humans probably would still attack him out of fear on sight)), plus going up alone he'd probably get killed easily, as a kid in pacifist or neutral route, you can take him down yourself, imagine how easily he'd be beat against multiple humans, especially ones attacking with the intent to kill, he wouldn't last, despite his strength, he'd be outnumbered and killed, then the kingdom would be without their king now, and without hope. But i also think one reason Asgore didn't do that was because he was afraid of that very reason, or it could just be he felt it was already wrong as it was, or both? i don't know. It also sucks because you know he doesn't want to hurt you, but he really has no other options, and you can tell he's a nice guy, it's like finding the antagonist, the main one ((or so we thought at that time *wink wink*)) is actually not even a bad guy, not even a villain or shitty person, it's like finding this big towering monster guy that's the antagonist who loves watering flowers, who optimistically writes in his journal "It's a nice day roday!", who everyone in the underground describes to be a big fuzzy pushover who everyone loves, he doesn't rule with an iron fist, and even has a sign in his house welcoming anyone to come and chat with him even if they need to get something off their chest, and who really doesn't want to kill you, but is force into a position where he has no other options to do so, can you really hate a guy like that?
