I wholeheartedly agree and I know for a fact that anybody else with a heart beat does too, Luis might have been one of the most innocent and sweet characters in GTA who didn't deserve her death.
Hilary is one of the most useless characters from the series, his mission is one of the hardest, all that for him to die like an idiot and do absolutely nothing to help in the heist since Tommy still being the driver
Many of these characters were targets of antagonistic factions throughout the game, so it was possible for them to be caught in the crossfire (Roman/Kate) or deliberately killed (Louise). However their deaths are still shocking and provide a good motivator to avenge them. However I think Jim Fitz deserves an honourable mention because while he is killed in GTA 4 and we know that, experiencing Ashley reporting his death is gut wrenching and devastating because Jim (at least in my opinion) is such a likeable character.
Honestly JD's death never surprised me. He switched sides once already so there wasn't any guarantees he wouldn't do it again. Salvatore had to get rid of him just in case.
Man, the first time I saw Asuka dead on the floor on GTA 3 really impacted me, I never expected her to be killed. Also Toshiko's death, she never had anything to be killed for after Toni killed her husband Kazuki and all his men, as Toni said, she could do whatever she wanted after her husband's death, I never expected Toshiko to kill herself after all that, and Toni really seem to feel bad for her.
"We could've had something special" "Yeah... we did have something special" That will always be the saddest death of the whole franchise for me. I mean, Roman's death sure is saddest, but it's never canon in my playthroughs, so...

There is one death you missed in Gta Vice City. There is an extra dialogue if Phil dies in the bank robbery mission. So, Phil's death should also count as an unexpected death, although it doesn't have a cutscene but more like a mention through dialogues.
I felt so sorry for Louise. When I was 13 I used to go in speed to the Mendez Mansion , trying to see if I can save Louise. But you can't do that. If Louise didn't die , GTA VCS would have been a wonderful love story.
I swear GTA Vice City Stories and GTA 4 always give me that sort of sadness feeling where i simply don't say nothing and take a deep breath after that specific cutscenes where Louise and Kate die. I played avery othee GTA but only these 2 actually made me feel emotions for a fictional character's death. Maybe because they lose a person that could've brought them to the right path or simply to be happier but they just end up getting either killed (VIC) or without the person who would've helped them to forget about their past and their curse. Basically living a new happy life (Niko). Yeah Big smoke's death is also kinda sad but that was kinda predictable and i have never seen Big Smoke that close to CJ which doesn't make me feel that sad after he dies. Vic and Niko lost 2 innocent people who had nothing to do with illegal stuff ever before and they always ended up having the same issues as the protagonists. Wish GTA 6 has similiar story to GTA VCS and GTA 4.
