the one where it stopped on 442.800 is a repeater operating one of several digital voice modes. So you'd need a receiver that has the right radio to decode it.
Does it have 8.33 khz steps to pick up airband frequency? Emergency services use digital these days . The only thing you'll get these days is probably weather alerts and a few local ham's not worth paying the money for this receiver. Scanners were good in the day not now.

Depending on your location... I'm in South West lower Michigan and everything is digital now :/ only thing these are good for is weather band. Digital scanner going to cost minimum 300 bucks not realistic for Most of us :(
