Donald Trump plans to hold a town hall in Flint, Michigan after an "apparent assassination attempt" on his life.
Speaking publicly for the first time since the incident, Trump praised the Secret Service and says it is a "much better result" than the first assassination attempt in July.

I'm guessing because police haven't confirmed that he was trying to kill Trump because he was just shooting but not necessarily at Trump at that point since Trump wasn't there?

I believe it's just the legal term they are left with as to do with what qualifies as an attempt and that anything before shooting is planning to kill and the guy did not fire a shot. That will change to "allegedly ....." once the guy is actually charged.
