What has failed in Kenya is proper urban planning! Planned urbanization creates jobs, so that when an urban area has been established it continues to provide jobs! Proper development includes low to high cost housing with designated retail and commercial areas. This means that Jua Kali and hawking is not taking place on the sides of streets so that pedestrians cannot even walk! What's more important government can collect tax more efficiently. Government should provide oversight and that has not been happening. I remember as a young graduate, government workers showed up in the morning at the office, swung a coat over the chair and then headed out to do their petty and not so petty businesses! That is why we are in the mess we are in!
