Mod consists of the following Sticker Packs:
- Torchwood
- Torchwood Skins (Sugar Plum Fury & Tree-X 1000)
- Torchwood Gingerbark House Skin
- Hovergoat (aka: Hover Goat-3000)
- Hovergoat Skins (Beach Boarder & Wishmaker)
- Hovergoat Festive Rider Skin
You can download this Mod from the link below:
Torchwood & Hovergoat with All Skins Packs: drive.google.com/file/d/11LFa...
Notes:
- Do NOT mix with other Mods.
- You will get coins if you have already owned the Characters or the Skins.
You have to run the Mod twice in order to get All the Skins.
The first time when you run the Mod, the following will be unlocked:
- Torchwood (Instantly NOT via Sticker Pack).
- Hovergoat (Instantly NOT via Sticker Pack).
- Torchwood Skins (Sugar Plum Fury & Tree-X 1000) - via Sticker Pack.
- Hovergoat Skins (Beach Boarder & Wishmaker) - via Sticker Pack.
The second time when you run the Mod, the following will be unlocked:
- Torchwood Gingerbark House Skin - via Sticker Pack.
- Hovergoat Festive Rider Skin - via Sticker Pack.
- Tons of coins.
* The reason for this is to safe guard your Sticker Shop from getting softlock when too many Sticker Packs are triggered at once. I have tested it as shown in the video. It works as intended but if you are not comfortable with this method then just unlock it the normal way.
INSTRUCTIONS:
1. Fire a shot on Primary Weapon with any Character.
2. Go to Sticker Shop (Vending Machine).
3. Open Gifts.
4. Open Sticker Pack.
5. Quit and Restart GW2 with the same Mod again (This is to get Torchwood's Gingerbark House Skin & Hovergoat's Festive Rider Skin)
6. [Repeat Step 1 to Step 4]
7. Quit and Restart GW2 WITHOUT Mod.
8. Check the Booth for your unlocked characters & skins. It is permanently unlocked.

In case there are new comers. This is a Mod not a glitch. You have to use Frosty Mod Manager on PC to get them. More details in the Descriptions above. :-)

No need. You just need to run Frosty Mod Manager and the Sticker Pack Mod ONCE. Once you unlocked them, it is permanently unlocked. No need to run this Mod anymore. Once you have unlocked Torchwood & Hovergoat, you can move on to Z7 and Unicorn Sticker Pack Mod. Do remember, do NOT run all Sticker Pack Mod together. Do NOT mix them. Use 1 Mod at 1 time.

@FoxXx Gaming, i launched it with frosty mod and the mod was loaded. And when i shoot 1 time it doesnt work. Do you know how? The only thing i can think of is that if i launched it with frosty mod it goes to EA instead of Origin. Let me know something please! And i bought in on steam BTW

After getting the Characters, they are permanently unlocked under your account. You don't need to load this Mod any more. So you can safely go to Multiplayer without getting ban. Don't worry.

I used this old method to prevent people from accidentally spamming the firing button initially, but people don't like it so I changed to "Not load twice" on other Sticker Pack Mods.

I did this mod, and I managed to get the torch man and the goat, but not their skins because I forgot to look at them before opening the sticker pack and so when I did the mod again, it just gave me coins instead of the costumes is there anyway I can still get the skins still..?

Yes, it works online. Once unlocked, you don't need the Mod anymore. Just restart game normally. remember not to mix with other Mod. Run 1 Mod at a time. :-)
