The software product EaseUS Partition Master Pro allows for the creation of a bootable USB drive to reset & unlock a local windows account where the password is no longer known or which has locked due to 10 failed login attempts.
This process can save a system that might otherwise require a complete wipe in order to access. The product is paid for at a current list price of $59.95 for a lifetime license. Using an email link from EaseUS for a 10-15% price reduction along with a Microsoft Edge add-on to look for coupon codes got my price reduced to $23.97.
Thus far, this software product has been used on three systems to unlock the local administrator account successfully.
