It would be cool if they add an official sandbox to create our own NPC wars. Since the campaign just gives you 3 marines and a million covenants

Luckily, 343 announced Halo Infinite Forge will eventually come with campaign AI, so you can make your own firefight maps, campaigns and such

about the red Spartan on the cover, is the helmet an unobtainable variant of Operator?

Yes. The helmet can only be worn by NPCs with randomly generated armor. All attachments can be worn or removed. The lonewolf mission shows what I mean.
