That's not true. Suetonius said Augustus had grey eyes and sandy blonde hair and Nero had red hair. Likewise Commodus was known for his blonde hair. Sorry, but primary sources dispute your theory.
This is a myth. They were literally from the same people the Gauls and Germanics came from. Maybe over time the lower classes started to look more swarthy as population exchange occurred with North Africa and the Near East though.
