From two webinars I have attended by make-it-in-germany and expatrio, there are two ways, option 1 for those with university degrees recognised in Germany and option 2 for those with vocational training who apply the point based system.
Yes that's also what I stated in this video but where you are mixing it up is the point based system .The point based system requires that both university degree and vocational qualifications are recognised in your own country, the country in which it was obtained. You can check and read it again on the German consulate website.. link in the description box
Online Applications are opened, check the description box for the German consulate portal for the country you are applying from and search for the opportunity card visa on their website. If you’re applying from Nigeria, you have to book an appointment first. I explained that in this video
