I definately think ballas are better. There is an actual structure to them and the people are fun. The cartel is good when it comes to bailing you out. The ballas are good on bailing you out, and betraying you if they don't get their money. 🤣

Balas are more fun with the characters, the Cartel are more traditional and seem to be more powerful. I like the Cartel leader lady though.
