Why are there no representatives from the Northeastern states among India's top bureaucrats? I'm just curious. Certain individuals occupy high positions on a regular basis (vice chancellor of 1, 2, 3, universities, then chairs, etc.) in spite of their inefficiency and unwillingness to give others an opportunity.
