@@karmamoksha369 The expression of "fully funded" can be interpreted in so many different ways that it better not be used at all to avoid misunderstandings. Much simpler just include what is included. Also, the funding of Finnish educational systems and various education institutions and their study programs is much more complex than just budget funds from the national budget, which is managed by the Finnish Government. There is funding from the local government level, meaning municipalities budgets and also some private funds. Some educational institutions themselves are foundations with their own capital and associated income.

If you're asking can someone move to Finland before studies start in order to settle down before becoming busy with studies, of course one can do that, if they have permission to enter the country. If they are citizens of an EU member country, they don't need to apply for permission. Others need a valid visa or preferably a Residence Permit.

Educational institutions don't ask for any proof of funds. They have no need for such information. Proof of funds is part of the residency permit application process and only the length of your studies matters, if it's shorter than 12 months. Nothing prevents you from applying to other study programs in other educational institutions. The limitation of applying only to one English taught study program at a time applies only to study programs in Riveria.
