The U.S. Air Force EC-130J Commando Solo is a specially-modified four-engine Hercules transport plane designed to conduct Military Information Support Operations (MISO), psychological operations (PSYOPS) and civil affairs broadcasts in AM, FM, HF, TV and military communications bands. The 193rd Special Operations Wing, Middletown, Pennsylvania is the only Air Force unit that operates the EC-130J. KC-135 Stratotanker unit from the 916th Air Refueling Wing, Air Force Reserve, Seymour Johnson Air Force Base. Filmed on August 16, 2017.

Do they carry equipment to broadcast all of the known analog and digital formats that are broadcast throughout the world .....NTSC, PAL, SECAM, ATSC, DTMB, DVB-T, DVT-T2, ISDB-T and ISDB-TB... on all the different frequencies? Or, do they change out equipment depending on the different zones?

I’d assume they have everything onboard like they do with the 135s always ready for any situation anytime.

Can anyone tell me why the Cockpit Display fades on and off?

Its because the shutter speed of the camera is very close to matching (not exactly matching) the refresh rate of the monitors which results in the 'rolling shutter' effect, they dont look like that in real life.

The screens do not appear to the crew to be flickering (although they are flickering very rapidly-too fast for the eye to detect) But when a camera films screens like this, the frame rate of the video camera slows this flickering so that it appears this way on the youtube video.
