If either country had any interest in stopping the cartels, they would legalize and regulate the drug trade. A lot would have to be done to do it properly, but it would take the funds away from the cartels and put it in the hands of the countries. The people who take drugs will take them either way, and the people who know better will continue to know better.

I like many in Mexico are shocked and concerned about the amount of people in both countries being killed by the drug they are selling to people now. Just read a report that drug deaths are down I hope that is true . But this has been coming for a long time
