No. He was not bad. He was blessed with good oki after a command grab. Condor Spire for getting through fireballs(and the motion change helped). Condor Dive was such a threat that most players didn't even want to be near him. And Tomahawk Buster, his own DP, people often forget he has a DP which some lost matches because of that. T.Hawk players just had to be mindful of certain things like fireballs and keep away games but he can close the distance real fast. You want the bad? Blanka vs T. Hawk. That is the worst MU ever for T.Hawk. 8-2 normally, 7-3 at BEST
