There is a bit of an odd idea that you can't use oil on waterstones or mix the two on a stone. Neither of these is true. In industry it is not uncommon to use oil or water or even a mixture of oil and water on the same stone.
The reason you don't strictly need to use oil on a Japanese stone is that they generally have weak bonds and they break down vs the abrasive wearing smooth. On vitrified bond stones like the Norton India this doesn't happen and oil helps more so than water in reducing friction and keeps the abrasive cutting.
