This is good, but transcending all this is going to be hell, plus I would rather prefer to have another piece set active with Valkyrie Noelle, but yes this gear set you're running on her does seem to be the best one possible.

Do you have green support charlotte? If so, run basta, WQ mereo and green charlotte. Mereos burns activate WQ healing passive every turn, char and mereo give dmg reduction and WQ can activate anti magic. Its a great team
