It's about the German emperor, who after the 1st world war asked for asylum to live in the Netherlands. The musicians who played at the dinners were hidden behind a painting because the emperor didn't want them to see them using his left hand while eating (it was deformed by his birth) but they made a hole in the painting so they could see him anyway...
