Well the problem is free HS was not NDC policy and plan so even if Mahama want to implement it or not when Rawlings him to steal the NPP policy to implement it Mahama can't not why because Mahama and NDC don't know how since it wasn't their plan and in policy in the first place. For example look at all the policies that was implemented by Kuffour after he left office NDC could not substan those policies.
