It usually refers to someone in the entertainment industry who's talentless and unoriginal but still holds a valuable position in the industry based off the fact that they're pretty or may have certain connections with people in high places, which elevates their social status. Basically, people like that are only valuable, not because they have certain skills or talents, but because they're good looking or have access to people and places that hold power
